For Authors

Manuscript peer review procedure and information for authors.

Articles reviewing procedure

1. The journal arranges peer review of all submitted materials that fall within its scope, for expert evaluation. All reviewers are recognised specialists in the subject of the manuscript and have published on that subject within the last three years.

2. After peer review, the author receives copies of the review reports with all information that could identify the reviewers removed. If the article is rejected, the author receives a reasoned rejection. If the article is rejected before peer review, the editorial office explains the reason for its decision. The editorial office also undertakes to send copies of review reports to the Ministry of Science and Higher Education of the Russian Federation upon receipt of a relevant request.

3. The Editor-in-Chief determines whether the article fits the journal’s scope and formatting requirements, and sends it for review to a specialist holding a Doctor or Candidate of Sciences degree whose research expertise is closest to the article’s subject. Review follows a double-blind procedure: the reviewer is not told the author’s identity, and the author is not told the reviewer’s identity. Each article undergoes two forms of review:

· internal review by at least three members of the journal’s editorial council and editorial board;

· external review by leading researchers in the relevant field and external publishing correspondents working independently of the journal’s editorial council and editorial board, who form its external expert assessment institute.

4. Within three days of receiving the manuscript, the editorial office sends the author an acknowledgement. The manuscript then undergoes a technical assessment, after which the author is notified of the next steps.

5. If the article is rejected, the editorial office sends the author a reasoned rejection.

6. Positive review reports do not constitute sufficient grounds for publication. The final decision on publication is made by the editorial board and its chair, the Editor-in-Chief, and the author is informed of the publication timeframe.

9. Original review reports are retained in the publisher’s archive for five years.
