THE Editor’s policy

 

THE Conception of the journal

 

The Journal was founded in 1998 by a team of scientists from the Ministry of Education and Science of the Altai Republic and from Gorno-Altaisk State University under supervision of Professor Anatoly Viktorovich Petrov, Doctor of Sciences in Pedagogy. Doctors of Sciences and professors from Moscow, Novosibirsk, Tyumen, Vladivostok, Yekaterinburg, Chelyabinsk, Kirov, Saint-Petersburg and Sochi are among the members of the first editorial board.

At present time the Journal has a status of an International academic edition. It was registered in the International Centre of ISSN in Paris, France, in 2000. It has a Russian Certificate of registration as mass media since 2003 (Certificates PI № 77-14649 dated from 02.17.2003 and PI № FS 77-49955 dated from 05.23.2012). The Journal is included into the List of leading reviewed periodicals of the Highest Attestation Committee of Russia in 2007 and has the Russian Index of Academic Citation. This edition is among the other journals in the new List of reviewed periodicals of the Highest Attestation Committee of Russia. The Journal is also included into Ulrich’s Periodicals Directory. The registration in foreign international citation systems is one of the stages planned by the Journal’s editor office to present it in existing international databases.

Today the Journal meets all requirements of international peered abstract databases and citation systems. The Journal gives ground for regular academic conferences on the most relevant issues. It organizes the work of a scientific board that acts on a voluntary basis to listen to reports on dissertations to be defended. The publications at conferences are registered in the Russian Index of Academic Citation. Every participant is given a free certificate.

The major part of the edition is comprised by academic articles and scientific overviews. The editor’s office administers the delivery of obligatory exemplars of the edition in ITAR TASS. The Journal is issued according to a systemic schedule 12 times in 2 years. The names and themes of the sections in the Journal correspond with the scientific branches, i.e. Pedagogical Studies and Philological Studies. The Institute of the expert estimation organizes reviewing of materials by specialists in particular themes. The experts’ reports are kept in the Journal’s office for 5 years. The authors of the materials to be published are sent expert’s reports, in which they may see remarks, recommendations from specialists for further research, or are sent substantiated refusals.

The Journal has an official website in two languages (Russian and English versions) with the information about the edition, its chief editor, the International consulting editorial committee and the editorial board with names, academic honors of all their members. The information letter of the Journal has the edition’s contacts, it describes the thematic contents of its sections, the rules of preparing materials for publication, the procedure of the reviewing and publishing the articles. The letter also specifies the requirements for making footnotes, references, abstracts and key words in the articles.

The information of the Journal has a full and free access. Full texts of the articles published for the last 9 years are at the Journal’s website. Since 2008 all issues of the Journal are sent to the Russian Index of Academic Citation. The Journal has the print (1991-5497) and online ISSN (1991-5500).

The objectives of “The World of Science, Culture, Education” are to enhance the quality of scientific research by means of developing the mechanism of discussing results of the research among professions and in public; to facilitate the ways of presenting the research and the relevant data on a new level and give an opportunity to widen the geography of problems to be highlighted, which leads to making close contacts with the academic community in the sphere of Humanities.

The bases of the policy of the Journal has a principle of a complex systemic approach that allows the academic community, teams of teachers and pedagogues sharing the results of their research in different spheres of knowledge. The work of all researchers is united by one general task – to solve topical problems of sciences and education. This view of the editor’s office is realized in the following work shortly stated below.

1) Involving leading foreign and Russian scientists into the process of activating the work of Russian researchers; helping their common creative interaction.

2) Providing professional communication between specialists in the sphere of research and practical work in Pedagogy, Psychology and Philology; presenting the results of newest psychological and philological investigations; introduction of newly elaborated scientific and applied projects into the work of educational institutions; appealing to young specialists to follow a path of the professional dialogue.

3) Fulfilling the three professional tasks with the help of the editor’s marketing branch of the Journal. Firstly, the Journal is to satisfy the needs of information demands of the authors of this periodical. Secondly, the Journal gives conditions for its qualitative development. Thirdly, the Journal manages productive functioning of this academic edition and its editor’s office.

4) Solving the major objective of the edition, which is uniting researchers of all countries with the purpose of improving the quality of experience exchange in their academic work.

To fulfill these work successfully, the editor’s office:

- administers publishing of the Journal’s issues on the regular bases in printed and on-line forms;

- publishes the articles on the website of the Journal, which are free to access;

- develops its own financial independent work;

- organizes the work of the International editorial board in Russia and foreign countries with wide geography of its membership;

- is responsible for the high quality of reviews of the articles by professional experts in particular sphere of knowledge;

- works out the ways to meet Russian and foreign requirements of academic editions of the same type;

- publishes the new results of the research, materials of theses to be defended in dissertation boards;

- presents articles of leading researchers in the mentioned academic branches.

5) Using principles of scientific rigor, objectiveness, professionalism, information support of the most significant pedagogical and special innovative research, observation of standards of publisher’s ethics.

6) Assisting the continuous process of creative activity of teams of the International consulting editorial committee, the editorial board, the Institute of expert estimation, the editors of the Journal’s sections, which are subject to rotation and improvement for the period of more than 18 years. The workers of the Journal are highly qualified and competent specialists: Doctors of Sciences, Professors, enthusiasts in particular spheres, experts in publishing work, who are aware of standards in publishing peered academic papers.

7) Facilitating of the constant development of the Journal. At present time it is included into Ulrich’s Periodicals Directory, ERICH+, is organized according to the requirements of international databases of reviewed papers and systems of citation. For the reason of promoting and enhancing the availability of the Journal, its materials are published with a free access on the Journal’s website.

8) The Journal’s work is a basis for regular international academic conferences on the most relevant themes. At conferences there is a scientific board that works on a voluntary basis, that also listens and checks the approbation of the research works to be defended at dissertation committees. The experts give recommendations of how the works may be improved and provide information about the ways to work out academic relations with other scientific teams. This form is believed to be the most important mechanism of professional and public discussion of the scientific results of research works that leads to making the quality of dissertation works within the division of the Journal higher. This work also shows its grade for the effectiveness of the work of the Journal. Moreover, the conferences provide ways to share and use the potential of the leading researchers.

The Journal actualizes investigations in the spheres of Pedagogy and Philology. The Journal deepens the understanding of the Russian Humanities research in the space of the worldwide knowledge. The Journal has worked out priority factors in choosing articles for publishing. These are addressing the newest historical and literature resources, using the academic standards and objectivity, historiographic completeness and polemic appeals in the papers. The editorial board has members with high international status. All articles are being reviewed. The Journal is published one time in two months. The general language of the publications is Russian. There are papers published in English and some other languages as well.

The editor’s office hopes that the use of references to new works in published materials in highlighting the academic problems of the past and future will correspond with constructive rethinking of former models, with forming of new conceptions and with the application of the variety of approaches in research. The Journal gives equal possibilities for both Russian and foreign scientists to publish their works. The attempts of even closer interaction of different scientific traditions have always been successful and produce the immunity to falsifications and incorrect conclusions. The editorial committee and the experts’ board have leading researchers of Russia and abroad. The articles are reviewed by specialists of the high professional level.

All members of the International consulting editorial committee and editorial board are Doctors of Sciences and Professors. Consequently, the results of their own investigations can be qualified as new important academic achievements, which have ways to solve tasks that are of large significance in corresponding spheres of knowledge. That is why in the process of choosing members for the committee and the board the Journal followed these requirements: 1) all members of the International consulting editorial committee and editorial board should be Doctors of Sciences and Professors, because a doctoral dissertation in always a result of large independent research and of a series of research works, and the academic degree of a Doctor of Sciences is the highest in the hierarchy of research workers, which can be given only to a person, who dedicates his life to the research work; 2) all members of the International consulting editorial committee and editorial board should be noted for their international academic mobility for the purpose of making contacts in the work of the science; 3) all members of the committee and the board have to understand the social role of the reviewed publications; 4)  all members of the committee and the board need to know how to organize and plan the journalistic work; 5) all members of the committee and the board should know how to structure the information in accordance with the requirements for the international academic editions; 6) all members of the committee and the board of the Journal need to be competent in analyzing the publishing materials for the reason to define the relevance of the topics in particular spheres for organizing scientific conferences that can be carried out on the basis of the Journal; 7) all members of the committee and the board should be skillful in writing scientific papers using some definite language and form; 8) they all need to be highly qualified in estimating the results of academic publications, for which they are responsible; 9) all members of the Journal’s committee and the board have to be ready to work as a team as one editorial body; 10) they should be active in doing research of their own, which is presented in works of candidate and doctoral postgraduates written under their supervision; 11) they are to work actively in public boards for the defense of dissertation works at conferences, organized by the Journal; 12) all members of the editorial committee and the editorial board should show hard work and initiative.

The Journal needs to have worked out policy that defines objectives, tasks, thematic spheres and a system of censorship. The Journal’s International consulting editorial committee, editorial board and authors should be form geographically different places. In this concern, the administration of the Journal believes the following points to be important.

1) It is essential for the theme of the Journal to be relevant, if it has new aspects for academic knowledge, and is interesting for the international academic community; it should not have only a local character, aimed at a small number of readers of a region and a particular group of specialists; the requirements of the theme are to meet interests of the country.

2) It is important, if the Journal has opportunities to widen international contacts, to participate in international projects and programs to get influence on the international arena, to expand the number of the authors from abroad; the Journal considers the idea of translation of publications into English.

3) The Journal is to have specified requirements for the reviewers and authors; the reviewing only by the editor-in-chief is not enough; there are the following variants of reviews possible: open review, one-sided anonymous (blind) review and two-sided anonymous (blind) review, depending on themes of publications; two-sided blind review is preferable for journals with a large number of the authors.

Reviewing is the key moment in the development of a scientific journal. Reviewing should guarantee the quality of all articles in a journal. If it doesn’t have a real expertise of the materials, or if the expertise of the materials is formally done only by the editor, even good journals may have a wide range of the quality of the articles.

4) The Journal should have the International consulting editorial committee and the editorial board, working on the high level. The committee and the board are to be presented by members from different regions of Russia. International citizenship of their members is welcome. Not more than 30 per cent of the members of the committee and the board may be presented by the scientists of the Journal’s organization.

5) The Journal has to have quality authors, including postgraduate researchers, doctoral postgraduate researchers, leading scientists, among whom there are Doctors and Candidates of Sciences, professors and senior lecturers. Not more 30 per cent of the volume of one issue of the Journal may be comprised by materials from one organization.

6) The Journal should only publish academic materials, and should contain 85–90 per cent of original academic papers that haven’t been published anywhere before in the same language, and may have scientific reports of the sufficient volume (scientific papers usually have not less than 5–8 pages, reports – not less than 10–12 pages, what depends on their themes).

7) A scientific journal must have its own history that is at least one year long. The history of our Journal is over 18 years long.

To increase the quality of an edition to make it meet all requirements of the international standards and criteria of Web of Science and Scopus, this edition needs an entire system of work. The edition’s final objective should be registration in these indexes and achieving bibliometric measures, close enough up to average or high measures in particular spheres, such as:

• increasing the percentage of foreign authors and co-publishing;

• welcoming authors, who have a high rate of citation (developing the citation rate for the authors within the thematic spheres of the Journal and inviting them for further publishing);

• increasing the number of academic reviewing reports;

• increasing the academic level of the International consulting editorial committee and the editorial board by inviting Russian or foreign scientists with the high citation rate;

• developing the quality of the system of the expertise of publications by involving internationally recognized experts, monitoring data bases of external reviewers;

• achieving the formal standards of Web of Science and Scopus (English titles of articles, informative character of the titles, complete address information about the authors, abstracts and key words in English, quality reference lists with regard for the discipline specifics of periodicals, romanization of reference lists);

• making the printing and digital quality of the edition better;

• developing the electronic version of the Journal using additional media tools (uploading the basic information of an article, including tables, pictures, videos the to the web-site of the Journal);

• introduction of a feedback system with the authors to make an analysis of the level of their appreciation of the Journal’s work;

• forming electronic archives of the edition with full text search;

• developing the Journal’s distribution channels.

“The World of Science, Culture, Education” should have an open access and get the maximum in its distribution in organizations of particular specialization. It also should have archives of its publications in previous years. The editions, available for post subscription, need to be more actively subscribed in Russia. This can be developed by planning free mailing to make the academic professional community know the edition. 

 

 

ARTICLES Revewing PROCEDURE

 

All articles that are sent to the editor are to be twice reviewed by internal and external blind experts. The term blind means that neither the reviewer is given the name of the author, nor does the author know the name of the reviewer.

The journal’s editor checks if the article corresponds to the general requirements (the thematic subject of the journal; metadata; meeting technical requirements of the material; the quality of illustrations) and makes it anonymous by taking any personal data that refers to the author of the material away. Then this material is sent to the deputy editor, who sends it to a specialist in the particular professional sphere among the Journal’s editorial board for reviewing. If the article is not rejected, it is sent to the institute of the external expertise of research materials, in which an independent specialist from the corresponding sphere of knowledge will carry out the external review.

Reviewers estimate the articles’ contents, their formal technical parameters, required by the Journal, their correspondence to the common academic publishing ethics. By the results of the expertise the materials may be accepted for publishing without making additional crucial changes; may be accepted for publishing after some necessary corrections are done; may be rejected.

If the article is not recommended for publication by the reviewer, the author is sent a motivated refusal. The Journal has the right not to send complete texts of expertise reports to the authors. The name of the reviewer, who gives a rejection to the material, remains anonymous.

When the review report recommends the article for publishing on condition of making some corrections, the author is sent a list of changes and corrections to be done. After the materials are corrected, the article is sent to the editor again and is passed to the same reviewer. If the article is given a positive expertise report, then the materials are sent to the academic editor, who does the further correspondence with the author.

The positive expertise report is not the final decision for the materials to be published. The decision about the practicability of publishing the material is done by the journal’s editorial board and its chairman, the editor-in-chief of the Journal, after what the author is notified about the time terms of publishing of the article.

THE PUBLISHING ETHICS AND ITS VIOLATION

The future of science in general and the academic publishing sphere largely depends not only on following the common laws and normative acts, but also on following the ethic rules of interrelation of participants of the academic and publishing communities. This is the answer how to make the number of quality research publications larger, and how to make the common work of authors, publishers and readers develop successfully.

The International consulting editorial committee and the editorial board of “The World of Science, Culture, Education” follow the principles of publishing ethics, accepted by the international professional community and reflected particularly by the Committee on Publication Ethics (COPE) (publicationethics.org, publicet.org/code). They also take use of Chapter 70 “Literary property” of the Civil Law of the Russian Federation and of the experience of authoritative international journals and publishers.

To prevent breaching laws of copyright in publishing (plagiarism, contortion of facts in citation, etc.), and to achieve high quality of papers and, therefore, to get credit from the professional community, each member of the editorial board, every author, reviewer, publisher and other participants of the publishing process are to follow the ethic standards, norms and rules of publication, and take reasonable measures for preventing of their violation. The observance of the ethic rules in academic publishing by all participants of this process is the way to guarantee the author’s rights for literary property, to enhance the quality of papers and to rule out a possibility that some authors benefit from using somebody else’s materials.

 

 

Responsibilities of the authors of research papers

The authors of materials for “The World of Science, Culture, Education” have to answer comments of reviewers and make corrections on pointed parts in their materials, or they have to give argumentative explanations of their standpoints. In some disputable cases they may address the editor’s office with concrete objections or they may refuse from the publication.

The authors of the Journal comprise a team of members, whose research significantly contributes to the general study in their particular sphere.

The main contents of the paper should not be previously published in any other journals.

The authors are to follow the required instructions and rules of citation.

The authors point out in their application to the Journal that they don’t plagiarize in the materials of their papers, and that the data is real and original.

 

 

Duties of the editor-in-chief

The editor-in-chief is responsible for the contents of the Journal and the quality of the published papers. He stays objective with respect to all articles, has to avoid conflicts between interests on the level of research works, when he rejects or accepts them. He should respect the criteria of selection of papers according to their relevance, novelty, academic significance, clarity of the narration, authenticity of the results and completeness of conclusions. The quality of the research materials and its academic relevance are the main points to decide on the acceptance for publishing.

The editor-in-chief is to keep anonymity of reviewers and authors in the process of the reviewing expertise.

The editor-in-chief has both responsibility and authority for acceptance or rejection of articles.

The editor-in-chief can’t neglect claims about reviewed materials and about published works. In case of a conflict, he has to take necessary measures to restore the abused rights.

 

Duties of internal and external reviewers

The reviewer must be objective in his or her estimation.

The reviewer should not take advantage of the information that is mentioned in the reviewed article. The reviewer can’t use it with the purpose of any kind of personal benefit.

The reviewer may refuse from the task from the editor to do the expertise due to the reasons of competing professional interests:

-         professional or personal benefit from the decision to accept or reject the article;

-         fundamental difference in points of view in the main theme of the article;

-         close professional of personal relations with the author of the materials or with some member from the team of the authors.

If the reviewer doesn’t have reasons to refuse from doing the expertise, the editor-in-chief automatically believes that there is no conflict of interests between the reviewer and the author / authors of the materials.

The reviewer has to note such published works that haven’t been cited by the author.

 

Duties of the editorial board

The members of the editorial board:

- are responsible for the contents of the materials that are published in the Journal in their corresponding sections;

- are to make just and unprejudiced decisions that can’t be connected with commercial interests, and are to organize the process of objective reviewing;

- accept the editor’s policy that guarantees the maximum clarity and reporting for the authors;

- guard the integrity of publications, making corrections, if necessary, and give motivated refusals to authors, whose materials don’t meet the requirements of research works and publishing ethics;

- protect third party rights from unauthorized use of the materials;

- regulate the editor’s conflicts of interests;

- critically estimate ethic norms of research that involve tests on people and animals;

- help to make authors and reviewers know what they are expected to do.

 

The ethics of editions of research publications

The publisher supports academic communication and invests in this process. It also is responsible for meeting of all modern recommendations that concern the publishing ethics in the materials to be published.

The publisher takes adequate responsive measures in case of claims on ethics that are connected with materials sent to the editor’s office and that have been published. Such measures include communication with the authors of the materials, argumentation of the claim or demand, as well as communication with certain organizations and research centers, if necessary.

The publisher controls it so that the commercial interests don’t affect the decisions made by the editor’s office.

The publisher manages the collaboration with other editions and professional associations on the level of problems of meeting ethical standards, monitoring mistakes and publishing refutations.

 

The conflict between interests

 

If there is a situation that the editor, the author or the reviewer of the Journal abuse publishing ethics, this situation needs to be investigated. This rule covers cases of published and unpublished materials.

The editorial board is to demand explanations without involving people, who may have a conflict of interests with one of the parties. If the material that has significant inaccuracies was published, it should be immediately corrected to acquire the form that would be acceptable for readers and index systems.

In case of finding excessive adoption of other texts in the author’s materials the editor uses the rules of the Committee on Publication Ethics (COPE).

“The World of Science, Culture, Education” is registered at:

  • the Russian Index of Scientific Citation (Rus. РИНЦ); it is  bibliographic and abstractive index, realized as a database, that accumulates the information about publications of researchers in Russia, who publish their works in Russian and foreign academic editions. The project of the RISC has been elaborated by a company “Scientific Electronic Library” (elibrary.ru) since 2005. The database of this system had more than 2400 Russian journals by the year of 2012.
  • Ulrich’s Periodicals Directory; the largest database abroad that describes the most of the world’s periodicals and continued editions in all thematic divisions of life. This database includes almost 300,000 serial editions, more than 200,000 of which are editions that are still actual today. It is generated and supported by Serials Solution that is part of a family of editions owned by ProQuest.
  • European Reference Index for the Humanities and the Social Sciences (ERIH PLUS); this database has publications in English and other basic European languages. The reviewing ERIH PLUS database is the largest platform for monitoring and registration of publications in the sphere of Social Sciences and the Humanities. Thousands of specialists in the field of anthropology, archeology, gender studies, history, philosophy, linguistics, psychology, literature studies, musicology, etc. regularly publish their works in ERIH PLUS. This allows them to show the results of their research to international academic community, to find other researchers in the same field and with the same ideas, to get grants for further studies and improve their carrier.
  • CyberLeninka; it is a scientific electronic library of open access that has a purpose to popularize science and research work, to facilitate public control of academic research, to develop interdisciplinary research, the modern institute of academic reviewing and to enhance the citation of the Russian scientific publications. The CyberLeninka presents itself in the paradigm of open sciences.

         Why is the complete information in the affiliation important?

What is the affiliation of an author in English?

The term of affiliation is unusual to a Russian speaker. Some of its meaning may be conveyed with the term “data about an author”. Why don’t these terms completely match? An English word “affiliation” means connection with an organization, i.e. social interaction as a result of being involved in some social group. For authors, who wish to publish their academic articles in journals wit global indexes of citation, such as Web of Science and Scopus, the affiliation means becoming a member of the large international academic community.

The significance of the affiliation for an author of a research paper and for a journal, where he publishes it

Authors of articles need to understand the importance of their affiliation and those problems, which may be dramatic, when the complete affiliation is not achieved. Let’s think, if not mentioning the name of your organization, your town or country may really be so important. The thing is that the article, which lacks the complete affiliation doesn’t have a chance to be registered in foreign index systems. Putting it into other words, it may be said that when some author from some country writes and publishes a topical research work, which is important for the world’s science, will not exist for the academic community. There will be no possibility for the increase of Hirsch index and the impact factor for the journal. Our organization takes care of the correct and full affiliation of the authors of articles, which we send for publications in journals with Web of Science and Scopus indexes. Apart from that, we control the composition of affiliation of the authors in our edition, so that it is always correct. Still, there are examples of incorrect texts with the information about the authors even in journals, registered in Web of Science index. The recent monitoring revealed from 10 to 15 per cent of publications in Russia lack the affiliation but not because of the authors, but because of mistakes in indexation. We do everything to make affiliation of our clients overall.

 

The structure of the affiliation

So, let’s look at the obligatory points in the authors’ affiliation, which is done in English. First of all, the data about the author needs the full address data about the organization, where the author is employed. Another important point is to mention all places of work, where the research was conducted (permanent place of work, place of fulfillment of the project, etc.).

The data about the author should include the information about the position of the researcher, his or her honors, place of job (it may be given here with more details than in the beginning of the article), the contribution to the article may be specified in the end of the work or in the foot note.

Parts in the article in the English language

We have already talked about some important aspects of parts of the articles, which is written in English, when it is prepared to be published in journals of Scopus и Web of Science indexes. These English parts include affiliation of the authors  and an abstract (abstract or the author’s resume). It is sufficient to mention referencing of the article for the global index of citation.

Three tasks of referencing

Referencing fulfills only three tasks, which are enough to understand how much important it is for the article, which will be published in Scopus and Web of Science.

Firstly, the fact of referencing allows admitting ideas of other authors and, therefore, helps to avoid plagiarism. Secondly, it serves to give orientations in works and materials and is the way to find certain published works to verify, if necessary, the data. Thirdly, the referencing reveals the depth and the extent of the research of the author.

Romanization of the references

The author, who has a wish to publish her or her work in journals with Scopus and Web of Science indexes, should always remember the criteria, which have been chosen by these citation systems. Please, make should that the romanized referencing also has its rules. The references with romanized names of works fulfill a particular purpose – they serve as a link between the publication in the database and connect them together. They also help English speaking users be aware of the meaning of the references.

References that are composed in the Russian language are to be made according to the rules. People know the term of transliteration, which should be understood as transferring of one alphabet to another, i.e. expression of one writing system with the help of the symbols from another writing system. Unfortunately, not all authors know how to use the international standards and styles of transliteration and bibliographic descriptions. It should suffice to mention that family and personal names of the authors of papers and titles of works in Russian in references are conveyed with the help of transliteration in accordance with specific rules. The most popular systems of transliteration are BSI, BGN and LC. These systems are usually used for transliteration of Cyrillic texts. The Scopus иand ISSN-Center use ISO 9-95, particularly designed for languages with diacritic symbols.

Foreign citation indexes take into consideration the author’s publications in references in contrast to the Russian Index of Scientific Citation, that is why it is important and necessary to have references to your own papers in the article. Still, it is necessary for the authors to know that the global index of citation neglects references to anonymous documents, such orders, laws and normative acts.
